Turkey again rejected by Paris MoU

TURKEY’S application to become a member of Europe’s port state control mechanism on ship inspections has been shelved for the second year running, due partly to its discrimination against certain flags, including Cyprus.

Shipping bible Lloyds List reported yesterday that continuing discrimination by Turkey against other flags had damaged its aspirations of becoming a member of the Paris Memorandum of Understanding (MoU) on Port State Control.

The Paris MoU, a coalition of maritime nations, monitors ship detention rates through port state control and compiles a black, grey and white list each year detailing the number of detentions for various countries’ flags around the world.

The aim of the Paris MoU is to eliminate the operation of sub-standard ships through a harmonised system of port state control that ensures vessels meet international safety security and environmental standards.

Lloyds said the latest rebuff to Turkey by the Paris MoU Committee was spelled out in much clearer language, telling Ankara its application would be shelved until the discrimination issue was resolved.

“Sources have confirmed that negativity towards the application primarily reflects frustration among MoU members at various types of discrimination against other member flags,” said the Lloyds report from Athens.

In 1987 Turkey imposed a ban on Cyprus flagged ships, and vessels with any connection to Cyprus and although the EU has repeatedly called for the ban to be lifted under the Ankara protocol, Turkey has yet to comply.
