Would-be Lebanese groom ‘wrongly arrested’ and nearly deported Businessman’s wedding to Cypriot woman was due to take place today)

POLICE “illegally” arrested a Lebanese man on Saturday with the intention of deporting him three days before his wedding to the daughter of a prominent businessman, only to have him released following the intervention of Interior Minister Neoklis Sylikiotis.

The man came to Cyprus seeking asylum after the crisis in Lebanon in 2006. When his application was rejected by the Asylum Service, he filed an appeal with the Reviewing Authority.

According to migrant support group KISA, the Reviewing Authority then made a number of irregular steps in handling his appeal.

The NGO argued that the requisite 20 working days were not given to review the file and allow the appellant to give reasons for his appeal. Instead the appeal was reviewed in seven working days without any reasons for the appeal being submitted.

Despite a phone conversation between the Authority and the asylum seeker’s lawyer last Friday, where the latter said he had yet to prepare the appeal, on the same day on June 6, the appeal was rejected.

Standard procedure in such a case is for the person making the appeal to be informed of the rejection, as well as the Asylum Service and the Interior Ministry’s Migration Department. None of the above occurred.

Instead, the Justice Ministry’s Immigration Service was informed of the rejection either on the same day or the next, leading to the man’s arrest by police the following day, last Saturday, at 6 in the morning. The police put him in a holding cell in Block 10 with the intention of having him deported.

KISA got in touch with the head of the police immigration service who insisted that everything had been done by the book. However, when Minister Sylikiotis was informed, following his own investigation, he concluded that the man had been wrongly arrested and he ordered his immediate release.

The Lebanese man was due to marry the daughter of a prominent businessman today. The Cyprus Mail understands her family was against this union and made numerous representations to the bride-to-be not to go ahead with the marriage. For her part, the woman moved out of her family home to live with her fiancé, setting the wedding date for June 10.

KISA expressed its satisfaction with the minister’s intervention, though condemned the Reviewing Authority and police for their co-operation in the matter, describing it “as an example of institutionalised racism” which needs to be tackled at its roots. The NGO has reported the incident to the Ombudwsoman for investigation.
