New Highway Code to reflect new realities

CYPRUS will have a new Highway Code by the end of the year, the Ministry of Transport and Communications has announced.

The code will aim at improving road safety and transport, said Minister Nicos Nicolaides at a news conference yesterday.

The new code will be based on already approved legislation, which reformed existing regulations.

Nicolaides cited three reasons which necessitated the upgrading and reforming of the Highway Code.

These were: the growing road network, the introduction of new vehicles such as hybrid cars onto the roads, and the experiences deduced from the existing Highway Code which pointed to a need for reform.

Road behaviour will not cover the driver alone, but also passengers and pedestrians.

Roundabouts and highways are some of the areas especially affected by the new code.

The Director of the Road Transport Department Sotiris Kolettas said that it was only this year that Cyprus has acquired rules about what is allowed and what is not allowed on roads.

For example, he said that cyclist and motorcyclist are obliged to have their lights turned on during the entirety of the day.

Moreover, it will be considered a felony for passengers and drivers to extend their hands or head outside the car.

Should a passenger be caught doing this, it will be the driver who will be prosecuted.

The Minister said that the new code is part of an effort to change the overall mentality which governs road use.

It will be published in simplified, non-technical language and will include diagrams so as to make it accessible to everyone.

He also expressed concerns at the fact that half of road accidents involve foreigners, saying that the authorities have to find ways around this.

Nicolaides also spoke about the new road traffic camera system, which will be fully in place by 2013.

Installation will occur in three phases, the first of which will witness no less than 400 cameras being installed.

“The new system will include all the latest technological advances, and will photograph vehicles from more than one angle,” Nicolaides said.

He said that irrespectively of how the previous experience of the now defunct traffic camera system (some of the photos taken were inadmissible in court and therefore prosecutions could not occur), it was nonetheless instructive and reaped “impressive results.”

Specifically, the total number of road accidents was halved, while serious accidents were reduced by up to 20 per cent over the nine-month period the cameras were in operation.

“We regard a traffic camera system vital to the combating of road risk and in the upgrading of security levels.”
