That something that has to be done before Cyprus’ EU presidency

The President of the Republic made a very important forecast. During the second half of 2012 the Republic of Cyprus will chair the European Union. Until then it is necessary to do something. That something which must be done before the second half of 2012, when the Republic will hold the EU presidency, concerns the perpetual effort to find a solution to the Cyprus problem.

The problem dates back to 1963. Forty-eight years elapsed since then. The United Nations were invited to mediate for a solution of the problem. They display incessant efforts to assist the opposing sides to come to an agreement. Yet, till the present day nothing has been done.

The problem continues to be unresolved; the cohabitation of two completely different nationalities within the geographical space of Cyprus gave rise to it. The invasion of the Turkish army aggravated the situation. Greek Cypriots who inhabited Northern Cyprus were displaced from their homes and became refugees. Cyprus was divided into two pieces. The barren passage of time complicates the problem even more. Settlers from Turkey flood the north of the island in thousands. Turkish Cypriots hold mass demonstrations protesting the loss of their identity. The sight and character of the landscape in the north is changing continuously. The passage of time makes the solution of the problem more difficult.

Nonetheless, by that something which the President foresaw that has to be done, the Turkish Army will leave from Cyprus. The continuous influx of settlers will stop. Cyprus will be re-united. Refugees will return to their homes. Peace will prevail. The President’s forecast is absolutely correct.

The substratum of that something which needs to be done was agreed at the summit talks of 1977 and 1979 and re-affirmed recently between the President and Mehmet Ali Talat.

The bi-zonal, bi-communal Federation with a single international personality, one sovereignty and one nationality will form the solution to the problem. The foundations for the solution were agreed many years ago and were re-affirmed recently but the negotiations which commenced three years ago under the mediation of the United Nations have stalled.

Most likely they are heading toward an impasse. The negotiations cannot end up in an agreement because of the same cause that gave birth to the problem. It has to do with the cohabitation of two different ethnic groups in the same geographical space. It has to do with the unwillingness of the Greek Cypriot Community to share the powers of Government with the Turkish Cypriot community.

The President is one of the champions of the negotiations which have been under way over the last three years towards finding a solution to the Cyprus problem. The negotiations are Cypriot owned. The owners are the President and the Turkish Cypriot leader. That something which must be done before the second half of 2012 when Cyprus will be chairing the European Union must be carried out by the President.

It is the President’s job to do something for the solution of the Cyprus problem and the island’s re-unification. If the President decides to do that something, the Turkish troops will abandon Cyprus and the influx of settlers will stop. The Turks will give territory in exchange for participation in the international representation of the state.

The bet is whether the President has the guts to go forward with that something which must be done before the second half of 2012. In the past when opportunities for doing something cropped up, the President did nothing. The question is whether the President will accept the sharing of the powers of Government between the Greek Cypriot and the Turkish Cypriot communities.

The Cypriot-owned negotiations between the President and the Turkish Cypriot leader have come to a deadlock. The focus of the President’s attention is on the presidential elections of 2013. It is not on that something which must be done now. If until the second half of 2012 something happens, it will for sure be the miracle to which the President referred during his Easter statement to the Press.
