Ban urges more social contact

THE LEADERS of the island’s divided Greek and Turkish communities yesterday continued discussion of the Turkish settler issue as part of the ongoing talks to resolve the Cyprus problem.

According to the United Nations, President Demetris Christofias and Turkish Cypriot leader Mehmet Ali Talat “discussed at some length today (yesterday) the question of citizenship, aliens, immigration and asylum.”

UN special envoy Alexander Downer said the two leaders also discussed and decided the dates for their next meetings.

The two men will meet anew tomorrow. Beyond that they will meet again next Wednesday and then on December 14, and 21 before the break at the end of the year.

Downer said the two leaders will continue their discussion on citizenship issues.

Today, their representatives, George Iacovou and Ozdil Nami, will discuss the thorny property issue.

In New York, the UN Security Council members yesterday received the UN Secretary- General’s report on UNFICYP, which will circulate today as a UN document.

A second report, on Ban Ki-moon’s good offices will be handed over to the council on December 3.

In his report on UNFICYP, Ban said UNFICYP continues to play a vital and unique role on the island, including supporting his good offices mission.

Ban suggested extending the force’s mandate for six more months until June 15, 2010.

The UN said military violations from the two sides were relatively level “due to the decrease in violations on behalf of the Turkish forces, after the positive approach they have taken in recent months.”

The situation remained calm though efforts to advance talks on military confidence building measures have not been fruitful, the report says.

The report repeats the importance of creating financial, social, cultural and sports contacts and bonds.

“Similar contacts would strengthen the feeling of trust between the two communities and lighten the feeling of isolation felt by the Turkish Cypriots,” the UN said.

And better financial and social equality would make reunification not only easier but more possible, the report said.

“In the framework of an internationally established peace procedure, efforts toward the other direction could only be counterproductive,” the UN said.

Concerning the plan to restructure UNFICYP to better respond to the new conditions brought about by a solution, there has been significant progress in the talks but the two sides have not yet studied in depth the role expected from the UN in supporting the arrangement.
