Details finalised on more committee

PRESIDENTIAL Commissioner George Iacovou and Ozdil Nami, the adviser to Turkish Cypriot leader Mehmet Ali Talat, agreed on details for one more discussion panel yesterday bringing the total to 12 out of 13.

Iacovou said last night the 13th panel would be finalised during his next meeting with Nami on Monday.

It was hoped the 13 working groups and technical committees could begin work this week but now it looks as if the middle of next week would be a more realistic target according to sources close to the process.

“We have closed on 12 committees and there is one more to go,” Iacovou said after the meeting yesterday.

“We will use the weekend for deliberating and meet again on Monday afternoon.”

Iacovou also said the list of members for the committees and groups was also nearly ready. The proposed members would be summoned for briefings by the President when all the groups had been decided on, Iacovou said.

“They are 13 committees, with a minimum of two people and a maximum of five, because there is no space in the room for more than 10 to 12 persons. The UN will be there, that means five from each side, so there will be 26 to 60 people,” Iacovou said.

Each of the panels will have a UN facilitator who will act as a mediator during the meetings of the groups and committees.

It is believed the UN has already chosen the people it wants and they are due on the island next week. Sources said they would not be members of former envoy Alvaro de Soto’s old team that worked on the failed Annan plan.

The committees and groups will be working out of the same conference area at the UN-controlled old Nicosia airport, but there are some concerns currently about the amount of space needed.

Iacovou and Nami are expected to inspect the rooms on Monday.

Iacovou said currently there were only four rooms almost ready and for the moment four committees might have to work in the mornings and four in the afternoons. He said to facilitate the 13 committees two more rooms would need to be made available. Financing for the work will come from the UN. Secretary General Ban Ki-moon put aside money for a Cyprus initiative in the 2008 budget.

Commenting on reports and speculation related to some difficulties the Iacovou and Nami might be having, a source close to the process said yesterday there was some difficulty over how much reference should be made to previous Cyprus negotiation attempts.

“But they haven’t let it stop them from forming the groups so that is positive,” said the sources. “They feel they will cross that bridge when they come to it and it’s constructive that they are looking at it that way.”
